Rebuild Todo List xmlsec 1.3.x

xmlsec 1.3.x releases break ABI/API
https://github.com/lsh123/xmlsec/releases/tag/xmlsec_1_3_0 but it does't bump the .so name though it would be a good idea to do so:

We need rebuilds here and make sure all depending packages are fully compatible to the new 1.3.x xmlsec releases.
Packages go to staging. I've taken a look at all the packages and will do the required rebuilds myself pretty soon.
I'll call out for help if needed.
