[arch] New Archlinux site for the french community

humm interesting ... 1 month after the start of the archlinux.fr site 
... I was a contributor I even wrote a french documentation on how to 
install arch (still available on my blog because it has been deleted 
from archlinuxfr.org website soon after the change of layout on the main 
archlinux site... )
We have proposed lots of help / improvements for a while.
When I say "we" it's not my particular contribution more a big group of 
"ancient" arch linux users and contributors.
Now it's done.
And in just one summer month we have started this with more novelty to come.
