I can compile your PKGBUILD if i put one line in it:

  cd $startdir/src/$pkgname-$pkgver
+ make -f Makefile.cvs
  ./configure --prefix=/opt/kde

But it compiles only because it crashed by using it. For me it seems the
reason could be that debian stays at kde 3.3.2. Such could happens and now it
is time for you to contact the author. You can get a logfile of your build
process with:

makepkg 2>&1 | tee build.log
